Cuba, U.S. to Resume Talks to Restore Diplomatic Ties

The U.S. and Cuba will resume talks on re-establishing diplomatic relations on Monday, seeking to make progress ahead of the April Summit of Americas meeting in Panama, the State Department said Friday.
Assistant Secretary of State for Western Hemisphere Affairs Roberta Jacobson will travel to Havana to meet with her Cuban counterpart, Josefina Vidal, for a third round of talks on mostly nuts-and-bolts issues, including caps on diplomats and travel restrictions, a senior State Department official said.
